The launch of Speed Up Britain

Building mobile networks for our future

The public demand for mobile connectivity is ever-increasing. COVID-19 has proved that many of us heavily rely on having access to digital technologies to get on with our social and working lives. At Cornerstone, we are proud to be keeping the UK connected with the support of our landowners.

However, to continue meeting connectivity demands and build network resilience for the future, we need to adapt to change. The relationship between operators and landowners is still very important to us, but changes in the Electronic Communications Code (ECC) legislation, which was updated in 2017, has caused some reservations amongst our landlord community and industry. The ECC was designed by the government to help network operators and landowners reach agreements on network upgrades and rollouts, but the legislation has caused uncertainties.

To help accelerate the rollout of Britain’s mobile networks, a new campaign, ‘Speed Up Britain’ launched in July 2020, and is calling on the government to make specific changes to the ECC.

These changes will:

Allow everyone involved in delivering mobile infrastructure to collaborate effectively, and help the government meet its digital ambitions
Reduce scope for the processes it outlines to be delayed unnecessarily
Better enable operators to install and upgrade new technologies on mobile sites and
Make the process of rolling out new sites much more efficient

The campaign is supported by Cornerstone along with other industry organisations.

Minister for Digital Infrastructure, Matt Warman MP, said:

“COVID-19 has highlighted the critical importance of our digital networks. Digital connectivity has played a pivotal role in enabling society to function during this period. The installation, maintenance and upgrading of digital infrastructure will be a key factor in driving our economic recovery. Speed Up Britain has an important contribution in ensuring the Electronic Communications Code works to facilitate an effective system underpinning site agreements, to make sure we can all use the digital networks we need, and which are in demand from communities across the country.”
